Since 2017, the Taiwanese government has been fully supporting the development of green energy, declaring a goal to increase renewable energy to 20% by 2025. In central and southern Taiwan, farmlands and fish ponds have been aggressively targeted by photovoltaic (PV) companies, transforming these once-productive agricultural areas into sprawling solar energy sites. In Tainan's Qigu District, approximately one-tenth of the properties have been converted into solar power plants, significantly altering the local landscape and ecosystem. This rapid development has led to unemployment and migration within local fishing communities due to the loss of land lease rights. The distinctive fish pond scenery has transformed into a "sea of solar panels," causing dramatic upheaval in the future of the local community due to green energy policies.
